You can access the full text of about 60% of the indexed documents for free (Open Access). BASE is operated by the Bielefeld University Library. BASE is hosted at Bielefeld University in Germany and that is where the name comes from (Bielefeld Academic Search Engine).

BASE can index metadata of all kinds of academically relevant resources - journals, institutional repositories, digital collections, etc. - which provides an OAI interface and uses OAI-PMH to provide content.
